Contigency Planning for 2012-2013

The overall objective of this document is to outline a timely AHD disaster response  - providing a mechanism for effectively reducing the expected losses due to torrential rains or floods in the targeted districts where AHD focuses with its resources. This contingency plan has been developed to prepare AHD for a more effective response to the humanitarian needs of people affected, taking into account lessons learned and needs identified from the monsoon flood response of 2010 and 2011. In order to mitigate the severe impacts of flooding witnessed since last two years, this Flood Contingency Plan has been prepared to quickly identify and respond to emerging humanitarian needs as a result of the foreseeable flooding incidence. 

The weather forecasts for year 2012 suggest strong remedial measures to be taken well in time to mitigate the possible losses in case if we experience same type of rain or floods. The need for mitigation, preparedness, response and recovery measures for possible moderate to high risk natural disasters in the country should be seriously considered. Association for Humanitarian Development (AHD) constitutes the focal point for coordinating in preparedness and response to disasters besides post disaster recovery and rehabilitation functions. Its functions include coordination, hazard risk reduction, preparedness and response related measures related to planning for floods and flash floods, need assessments, resource mobilization and generating required response. 
 
Keeping in view these factors in mind, AHD feels it important to plan effective and efficient response to impacts of disasters so as to reduce the levels of risk. In the case of natural disasters, the disaster preparedness planning assumptions are given below: 
  • Displacement is highly likely to occur 
  • Priority needs: shelter, food, water and sanitation, nutrition, livelihoods, protection, health, NFIs and emergency education support 
  •  Access to remote areas and evacuations of beneficiaries will be very difficult and risky 
  • Grassroots early warning systems are currently weak
